The ‘Tools’ menu contains various programs, the Programs menu as well, and also a tools submenu (administrative).
Sometimes this is confusing.
Moving the Administrative tools submenu under Tools would be more appropriate, such as Tools->Admin->all the administrative tools.
The powershell is also a tools, more than a ‘Program’, the DOS command even more..
